House Bill 1403 (Non-Citizens)
Texas State Aid for Non-U.S. Citizens
Students who are non-U.S. citizens and Texas Residents who are seeking Financial Aid are ineligible to receive Federal Financial Aid, but are elgibile to receive State Financial Aid. The student should submit the insitutionally required State Financial Aid Application along with tax returns and W-2 forms for both student and parent(s) to the Office of Financial Aid.
The student must be classified as a Texas resident in order to be eligible for Texas state financial aid programs. A non-resident student who pays a resident rate of tuition due to a tuition waiver , scholarship or reciprocity agreement is not eligible for Texas state financial aid. Students who are not exempt from registering for Selective Service must go to the U.S. Post Office and register prior to receiving any funds.
