Doing Business With Texas State Technical College

Please refer to the information below to learn about doing business with Texas State Technical College. TSTC awards contracts through the formal competitive process (IFBs/RFPs), and through the informal process (bids/quotes) or through the utilization of purchasing cooperative contracts (DIR, BuyBoard, TIPS, etc.).

Tips for Doing Business with TSTC

  • Register as a vendor with the State of Texas to be added to the Centralized Master Bidders List (CMBL) and receive notice of solicitations.
  • Respond to requests within the time frame indicated on the solicitation (ex: bid, RFP, etc.).
  • Respond as “No Bid" to bids if the goods and/or services cannot be supplied.
  • Be in good standing with the State Comptroller.
  • Include TSTC’s Purchase Order Number on all invoices and packing slips.
  • Check the ESBD website for bid/proposal postings.
  • Avoid delivering goods and/or services without a Purchase Order Number on file.
  • Be knowledgeable of insurance requirements.
  • Register for Direct Deposit and understand the State of Texas Prompt Payment Law.
  • Review the Comptroller’s Vendor Guide to learn how to do business with the State of Texas.

General Purchasing Thresholds*

Less than $5,000

Delegated purchase limit; competitive bids not required**

$5,000 - $25,000

Requires three informal bids, two of which must be from be HUBs

Over $25,000

Requires three formal bids, two of which must be from HUBs.
Minimum 14 day posting on ESBD.

*Other limits may apply depending on the product or service or dollar threshold.
**Competitive bids may be requested for purchases between $2,000 and $4,999 at the discretion of the Buyer.
