Financial Aid Grant and Loan Changes Beginning in 2026–27

The One Big Beautiful Bill Act (OBBBA) includes significant changes to federal financial aid and student loans beginning July 1, 2026.

Changes to Pell Grant Eligibility

Some students who currently receive Pell Grants may no longer qualify.

  • Students with a Student Aid Index (SAI) of 14,790 or higher will not be eligible for a Pell Grant.
  • Students whose full cost of attendance is covered by non-federal aid (such as institutional, state, or private scholarships) will not be eligible for a Pell Grant.

This change may affect:

  • Students whose scholarships cover all educational costs
  • Other students whose aid covers all educational costs
New Workforce Pell Grant Program

Pell Grants will become available for certain short-term career training programs.

Eligible programs must:

  • Be 150–600 clock hours
  • Last 8–15 weeks
  • Meet state and employer workforce needs
  • Have strong completion and job placement outcomes

Not all short-term programs will qualify. TSTC has submitted three programs for approval: Industrial Maintenance, Airframe & Powerplant, and Maritime Welding. We are currently waiting for approval decisions.

Federal Student Loan Changes

Parent PLUS Loan Limits

New Parent PLUS borrowers will be limited to:

  • $20,000 per year per dependent student
  • $65,000 total per dependent student

Previously, parents could borrow up to the student’s full cost of attendance, including tuition, fees, and living expenses.

New Federal Loan Lifetime Cap

  • Total federal student borrowing will be capped at $257,500 across all federal student loans (excluding Parent PLUS Loans).

Reduced Loan Eligibility for Part-Time Students

 

Federal Direct Loans are reduced for students enrolled less than full-time. Under the One Big Beautiful Bill Act (OB3), loan amounts are prorated based on enrollment level, but students must still be enrolled at least half-time to qualify for a loan. 

Key Details & Rules

  • Eligibility Minimum: You must be enrolled at least half-time (typically 6 credits) to qualify for any Direct Loan funds. 
  • Full-Time Threshold: Full-time status is generally 12 credits per semester (or 36 credits across an academic year) 
  • Proportional Calculation: If you enroll in fewer than full-time credits, your maximum annual loan limit is reduced by that same fraction.

Student Loan Repayment Changes

Repayment options will be simplified to:

  • A standard repayment plan
  • A new income-based plan called the Repayment Assistance Plan (RAP)

Current income-driven repayment plans will be phased out by 2028.

What This Means for Students and Families
  • Some current Pell Grant recipients may lose eligibility beginning in 2026–27.
  • Federal loans may no longer cover the full cost of attendance.
  • Students and families may need to explore additional funding options.
  • Financial planning and borrowing decisions will become increasingly important.

Types of financial aid

Grants

Federal Pell Grants are awarded to undergraduate students who display exceptional financial need and have not earned a degree.

The Federal Supplemental Educational Opportunity Grant (SEOG) is meant for undergraduate students with exceptional financial need.

Scholarships

Thanks to The TSTC Foundation and a generous community, we offer dozens of scholarships that do not have to be repaid.

Work-Study Program

The Work-Study program lets you earn your aid with a part-time job, as long as you remain enrolled in at least six credit hours.

Student Loans & Parent Loans

Another option: you can apply for Federal Direct student loans.

Your parents may be able to help you with the Parent Loan Undergraduate Student (PLUS) program.

Financial Aid Code of Conduct

An institutional financial aid professional is expected to always maintain exemplary standards of professional conduct in all aspects of carrying out his or her responsibilities, specifically including all dealings with any entities involved in any manner in student financial aid, regardless of whether such entities are involved in a government-sponsored, subsidized or regulated activity. In doing so, a Texas State Technical College financial aid professional should:

  • Refrain from taking any action for his or her personal benefit.
  • Refrain from taking any action he or she believes is contrary to law, regulation or the best interests of the students and parents he or she serves.
  • Ensure that the information he or she provides is accurate, unbiased and does not reflect any preference arising from actual or potential personal gain.
  • Be objective in making decisions and advising his or her institution regarding relationships with any entity involved in any aspect of student financial aid.
  • Refrain from soliciting or accepting anything of other than nominal value from any entity (other than an institution of higher education or a governmental entity such as the U.S. Department of Education) involved in the making, holding, consolidating or processing of any student loans, including anything of value (including reimbursement of expenses) for serving on an advisory body or as part of a training activity of or sponsored by any such entity.
  • Disclose to his or her institution, in such manner as his or her institution may prescribe, any involvement with or interest in any entity involved in any aspect of student financial aid.
